Notice to the Public - 2017 CAPER 

The State of South Carolina has prepared its annual CAPER, or Consolidated Performance and Evaluation Report, for the State’s Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), National Housing Trust Fund (NHTF), Emergency Solutions Grants (ESG), and Housing Opportunities for Persons with AIDS (HOPWA) programs for the 2017 Consolidated Plan Program Year.  For CDBG, HUD also requires specific program attachments known as the State PER. Written comments on the report will be accepted June 4, 2018 through June 18, 2018 and should be sent to the attention of Liese Ross at the SC Department of Commerce, 1201 Main Street, Suite 1600, Columbia, South Carolina 29201. 2018 Annual Action Plan

The State of South Carolina prepared its 2018 Annual Action Plan and the draft plan was available for review and comment for 30 days beginning January 8, 2018. In advance of HUD's announcement of the State's annual allocations for CDBG, HOME, NHTF, ESG & HOPWA, the draft Plan contained estimated allocations and described how each program would modify its distribution plan if actual allocations differed from the estimates. Allocations have now been announced, and the State will receive $20.2 million for CDBG, $7 million for HOME, $3 million for the National Housing Trust Fund, $2.4 million for ESG and $1.8 million for HOPWA. The 2018 Annual Action Plan has been finalized and submitted to HUD. The Annual Action Plan contains a summary of each program’s individual annual plan, with more detailed documents available from the administering agency. Summaries of the plans in the 2018 Action Plan, and the program plans have been revised to reflect the final allocation. To download the Action Plan or the final version of the 2018 CDBG Program Description, click on the links below.

Consolidated Plan for Housing and Community Development

HUD requires a new state Consolidated Plan every five years. A new plan was developed for the plan period 2016 through 2020, which included the 2016 CDBG annual plan as described in the 2016 CDBG Program Description. Plans for remaining years of the 2016-2020 Con Plan period were or will be prepared each year in advance of the Program Year start in April. The 2018 Annual Action Plan and the 2018 CDBG Program can be downloaded from the Program Documents page. These will be updated, and updated versions posted, once HUD announces the final 2018 Allocations for South Carolina.

The 2016-2020 Con Plan was submitted to HUD in April 2016 as required, and was then amended to add the newly funded National Housing Trust Fund program to be administered along with HOME by the State Housing Finance & Development Authority. HUD approved the amended 2016-2020 Con Plan in December 2016.
